This is easy to calculate. On average, we sleep 8 hours a day, which means we are awake for the remaining 16 hours. We blink about 8 times per minute, and the blink duration is 0.3 seconds. It turns out that we spend 2.4 seconds per minute blinking, 144 seconds per hour, and 2304 seconds per day (not counting sleep, of course), or 38 and a half minutes. In percentage terms, this will be about 4 percent.
