If you are talking about a public organization, see the law on public associations and the law on NGOs.
To put it simply, the organization implies membership. And (optional, but I just think it's necessary) contributions. Other associations – Unions, Associations, autonomous non-profit organizations, Foundations, and Movements-do not assume membership.
