Doctor of Philosophy is the highest scientific qualification in the field of philosophy according to the Russian gradation of academic degrees.
A Ph. D. is a European academic degree in almost any field, not just philosophy. Philosophy here refers to science in general (all directions). And the scientific qualification of such a specialist is much lower – it roughly corresponds to the Russian academic degree of candidate of sciences in this field (economics, philology, psychology, sociology, etc.).

Doctor of Philosophy is a translation from English, Ph. D. (philosophy doctor) degree, corresponds to the degree of candidate of sciences with any specialization. That is, you can be a Ph. D. in biology, for example.
